The Kipahulu ‘Ohana has officially submitted our Proposal and Management Plan to the Division of Aquatic Resources (DAR) for Kipahulu Moku to be designated as a Community-Based Subsistence Fishing Area.
CBSFA is a designation that supports not just the marine biology and ecology, but also the traditional practices and lifestyles of the families of the area. The proposed rules will help ensure that Kipahulu is a sustainable, subsistence fishery.
More important than enforcement is the education and outreach for fisherman to understand the reason behind the rules, and to follow the rules out of a desire to ensure that the nearshore waters of Kipahulu Moku are healthy and abundant long into the future.
The next steps will be for DAR to review the proposal and provide comments, then to hold public informational meetings where further input can be gathered. After that the proposal will go into the formal state rule making process, which will include additional public hearings.
